ing out the provisions of this sub-title, heretofore under the authority
of the state geological and economic survey, as said commission is
referred to and described in section 19 of this article, and in so far as
proper and lawful contracts may have been duly entered into and made
by the said state geological and economic survey under the powers
heretofore conferred upon it; and that from and after the passage of
this act transferring the powers and duties set forth in this sub-title
to the state roads commission, the said state roads commission may
and shall continue to carry out and perform all such lawful contracts
heretofore entered into as aforesaid before such transfer out of the
said sum of two hundred thousand dollars annually appropriated as
aforesaid, or so much thereof as may be necessary. The state roads
commission is hereby further authorized to continue to contract for
such expenditures as the said geological and economic survey commis-
nion might have contracted for.

82. The provisions of this sub-title shall be regarded as adding, to
such an extent as may be necessary to enable it to perform the addi-
tional duties hereinbefore imposed upon it, to the powers and duties
conferred upon state roads commission by the act of the general assem-
bly of 1908, chapter 141.

State Sidepath Commissioners.

83. The governor is authorized to appoint five active wheelmen,
two of whom shall be residents of Baltimore city, to constitute a board
of state sidepath commissioners, who shall serve without compensation
except their actual and necessary disbursements in the performance
of their duties and whose term of office shall be designated at one, two,
three, four and five years and until their respective successors shall be
appointed. As the term of office of each commissioner expires, the
governor shall appoint a successor thereto for the full term of five
years, and he shall fill any vacancy which may occur in such board of
sidepath commissioners for the balance of any unexpired term.

84. Such board of state sidepath commissioners shall appoint, upon
the petition of fifteen resident wheelmen in any county, a county board
of sidepath commissioners, to consist of five resident wheelmen, upon
the approval of the county commissioners first had and obtained. Said
county board of sidepath commissioners shall exercise the powers and
perform the duties of a local board of sidepath commissioners of Balti-
more city such as are provided in this sub-title for the county board
of sidepath commissioners in any county. The term of office of the
