5. Said reporter and codifier shall prepare for publication reports
of all the cases argued and determined in the court of appeals of this
State designated by said court to be reported within six months from
the time when the same shall have been determined. The reports in all
cases shall be limited to a statement of the material facts, the principal
points and authorities cited by the respective counsel, the opinions of
the court, and an abstract or headnote of the points decided; and each
volume of said reports shall also contain a list of cases therein reported,
a list of cases decided in the period embraced in the volume designated
by the court not to be reported, and a copious index. The reporter and
codifier shall, in the usual manner of authors, superintend the publica-
tion, correction and proof reading of such reports, and shall secure the
copyright for the State of Maryland and as its property; and in addi-
tion to his aforesaid salary shall receive the sum of five hundred dollars
per annum for clerical assistance, which sums shall be in full compensa-
tion for all his services. The cost of advertising for proposals for the
publication of said reports shall be paid by the comptroller upon the
presentation of properly authenticated vouchers. The clerk of the court
of appeals shall promptly deliver to the state reporter and codifier
accurate typewritten copies of all the opinions of the court of appeals,
to be paid for by the said clerk out of the fees of his office.

6. Volume 97 of the Maryland reports, now in course of publica-
tion, shall be paid for by the comptroller and treasurer in the manner
now provided by law; and that this act shall be applicable to the publi-
cation of the reports subsequent to said volume 97.

7. The state reporter and codifier shall forthwith, after the session
of the general assembly in the year 1910, and decennially thereafter, pre-
pare a code of the public general laws of the State of Maryland. The
said code when prepared shall be submitted to a commission of three
men learned in the law, who shall be appointed by the court of appeals,
and if they, or a majority of them, shall approve the same in writing,
then the reporter and codifier shall cause advertisements to be published
in at least two daily papers of the State for one month asking for bids
for the publication of such code within six months thereafter; the num-
ber of volumes to be prescribed by the court of appeals. And the lowest
bidder therefor, upon giving bond to the State of Maryland in the sum
of ten thousand dollars, shall receive the contract for the publication
of such code of public general laws, and if the said code of public gen-
eral laws when published by said publisher shall be approved by the
commission hereinbefore provided for, the said publisher shall be paid
for the same by the State of Maryland, on the order of the comptroller
to the treasurer of the State, out of such funds of the State as have not
been otherwise appropriated. The said state reporter and codifier
