STATE NORMAL SCHOOLS Nos. 2 AND 3.

192. For the erection of a building at Frostburg, Allegany county, to
be known as State Normal School No. 2, the sum of twenty thousand
dollars, and for the support of said school when established, seven thou-
sand dollars annually; provided, that the people of the town of Frost-
burg furnish the ground for the site of said building and deed the same
to the State.

193. There shall be located in the city of Baltimore or elsewhere (if
the board of education deem best) a state normal school for the instruc-
tion and practice of colored teachers in the science of education, the art
of teaching and the mode of governing schools, to be known as State
Normal School No. 3; the said school shall be under the control of the
state board of education, who shall appoint the principal and necessary
assistants; and the faculty shall consist of a principal and as many
teachers as the board shall appoint. The sessions of the school shall be
determined by the state board of education, who shall prescribe the cur-
riculum of study, which, however, shall include courses for the special
preparation of instructors for teaching the elements of agriculture and
mechanic arts, provide necessary quarters, supplies and apparatus, fix
the qualifications for admission as students, the salary of the principal,
assistant teachers and employes.

194. The sum of five thousand dollars or so much thereof as may be
necessary, is hereby annually appropriated for the support of said
school, to be paid out of the appropriation for the system of free public
schools.
