shall be admitted without examination to the freshman class of any
college in Maryland receiving financial aid from the State.

130. Tho state board of education shall prepare the course of study
to be used by the several groups of high schools described in this article,
and have authority to make any by-law for ;their government not at
variance with the provisions of this article.

131. It shall be the duty of the board of county school commissioners
to establish one or more public schools in each election district for all
colored youths between six and twenty years of age, to which admission
shall be free, and which shall be kept open as long as the board of
county school commissioners shall determine; provided, the colored
population of such district shall warrant said board in establishing said
schools.

132. Each colored school shall be under the direction of a special
board of school trustees, to be appointed by the board of county school
commissioners, and shall be subject to the same laws for its government,
and furnish instruction in the same branches as the schools for white
children.

colored people of any county, or in the city of Baltimore, together with
