13. In order to insure uniformity in the statistical reports of the
public schools, they shall issue a uniform series of blanks for the use
of teachers and of county boards, and shall require all accounts to be

18. The governor, by and with the advice and consent of the senate,
shall appoint a competent person as superintendent of public education
for the State of Maryland, who shall serve for a term of four years,
beginning on the first Monday in May ensuing his appointment, and
until his successor has been appointed and qualified according to law;
and said person as superintendent of public education shall be, ex
officio, a member of the state board of education; provided, that
