1420 LUNATICS AND INSANE. [ART. 59

Duties of Trustees of the Poor.

10. The trustees of the poor of the several counties and the city of
Baltimore shall receive all persons committed to their respective alms-
houses under the preceding sections and shall provide for their accom-
modation and support, and the expenses thereof shall be levied upon
the counties and the said city respectively.

11. Nothing contained in this article shall affect the powers of the
courts of equity further than to require that the estate of such lunatic
or insane person, if he hath any, shall be chargeable with the expenses
of his commitment and confinement.

The Lunacy Commission.

12. There shall be a board known under the name of "The Lunacy
Commission," which shall have supervision over all institutions, public,
corporate or private in which insane persons are detained.

13. The governor of the State of Maryland shall appoint four com-
missioners who, with the attorney-general, shall constitute the "lunacy
commission" with functions and powers as hereinafter defined.

14. One of said commissioners as first appointed shall hold office
for one year, one for two years, one for three years and one for four
years, or until their successors are appointed; all subsequent appoint-
ments shall be made by the governor for the period of four years;
the governor shall fill all vacancies arising from any cause in said
commission.

15. Three at least of said commission shall be appointed from the
city of Baltimore; two of said commission shall be physicians and
graduates of some legally authorized medical college and must also
have been in actual practice of their profession at least five years con
secutively just preceding their appointment; one of said physicians so
chosen shall have had at least two years' experience in the treatment of
the insane. No member of said commission shall in any way, directly
or indirectly, have any pecuniary interest in any place in which the
insane are confined or in the management or supplies or treatment of
such insane.
