74. Upon appeal from an order or judgment under the preceding
section, the court hearing such appeal shall give such judgment respect-
ing the property, the expense of keeping it, and any injury done it as

presence contrary to law shall be placed in the hands of a constable for

76. Justices of the peace shall write and prepare all probates, affi-
davits, supersedeas and other instruments to be executed by them when
required, except acknowledgments of deeds.

77. The governor is authorized and directed to appoint a commis-
sion to consist of three members of the Baltimore bar to be recommended
to the governor by the bar association of Baltimore city. It shall be
the duty of said commission to make a thorough examination of the
constitution and laws of this State relating to the method of appoint-
ment, jurisdiction, practice and procedure of justices of the peace for
Baltimore city and to prepare and submit to the next general assembly
of this State a report embodying the results of said examination. Said
report shall include their recommendations, if any, for improving said
laws, and they shall draft such amendments to the constitution and
laws of the State as they may deem advisable.
