1. There is hereby established within and for the State of Maryland
a bureau of immigration to encourage immigration to this State.

2. There shall be appointed by the governor, by and with the advice
and consent of the senate, once in every two years, a board of immigra-
tion commissioners, composed of three members, one of whom shall be
president of the board, and one of whom shall be state superintendent of
immigration, and shall be so designated in his appointment; the said
commissioners shall be appointed for a term of two years, and until
their successors are duly qualified; the state superintendent shall receive
a salary of two thousand dollars per annum, payable quarterly, upon
the warrant of the comptroller, and the other two commissioners shall
receive a salary of five hundred dollars per annum, payable quarterly,
together with their actual expenses in attending the meetings of the
board.

3. The state superintendent of immigration shall be a man of good
character and capacity, a citizen of the State of Maryland, and shall
give bond to the State of Maryland in the sum of ten thousand dollars,
with sufficient sureties, to be approved by the governor, conditioned for
the faithful and efficient discharge of the duties of his office.

4. The board of immigration commissioners shall procure a good
and sufficient office in the city of Baltimore, well located for the pur-
