32. For the purpose of making effective the provisions of sections
24 to 32 the sum of ten thousand dollars per annum, or as much thereof
as may be necessary, is hereby appropriated, payable by the treasurer
of the State upon warrant of the comptroller, at such times and in such
sums as may be authorized by the state board of health upon presenta-
tion of the proper voucher.

33. The board of county commissioners of the several counties in
this State shall, ex officio, constitute a local board of health for their
respective counties and shall have and exercise all the duties of a
board of health as provided in this article except in cases where the
charter of any city or town in the State contains provisions inconsist-
ent therewith.

34. Such local boards of health shall each appoint in the month of
May, 1902, and1 biennially thereafter or as soon thereafter as prac-
ticable, a county health officer, who shall be a well educated physician
and who by virtue of his appointment shall be secretary and executive
officer of the board, and upon any vacancy in the office of county health
officer his successor shall be appointed by the local board of health as
soon as practicable; the county health officer shall hold office for two
years from the date of his appointment, but may be removed by the
state board of health for cause upon charges made and considered at a
regular meeting of said board. This section not to apply to Balti-
more county.

35. The local board of health and the county commissioners of the
several counties where they exercise such powers shall, on the first clay
of April in the year 1904 and on the first of January in each year
thereafter, designate and appoint as sub-registrars to issue burial per-
mits the physician or physicians residing in, attending on, or appoint
to any college, academy, boarding school, hospital, retreat, asylum,
sanitarium, or other like place in their respective counties. Such sub-
registrars shall be entitled to receive and charge the sum of fifty cents
for each and every permit so issued. Said sub-registrars shall report
to the local boards of health or to the county commissioners full and
complete lists of all information contained in such permits.

36. The local board of health of each county shall meet semi-
annually in the months of May and October, and as much oftener as
