county jail, or until the fine and costs are paid; all ordinances
and resolutions now in force and not inconsistent with the pro-
visions of this act stall remain in force until altered or repealed
by competent authority. No provision of this act shall affect
any right, lien or liability existing at the date of its passage.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 661.

AN ACT to authorize the County Commissioners of Wicomico
County to issue bonds for the purpose of purchasing land
and buildings suitable school buildings thereon, and equip-
ping said buildings, in the City of Salisbury, the town of
Fruitland, Hebron, and other towns and communities in
said Wicomico county, and to levy and collect taxes for the
payment of the interest and the principal of said bonds.

WHEREAS, The rapid increase in the population of said Wicom-
ico county and the very large increase in the number of
pupils attending the public schools thereof has made it neces-
sary for the School Commissioners of Wicomico County to
buy land, build school buildings thereon and equip the same
in the City of Salisbury the towns of Fruitland and Hebron
and other towns and communities in said Wicomico county,
and the public necessity for more school accommodation has
become absolutely necessary; and,

WHEREAS, to buy said land, build said buildings and equip the
same for school purposes will require a considerable outlay
of funds; now, therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That for the purpose of purchasing lots aforesaid and
buildings as aforesaid and equipping the same for the use of
the public school thereof, it has become necessary as afore-
said, and for the purpose of defraying the expenses thereof,
the County Commissioners of Wicomico County be and are
hereby authorized and directed to issue bonds as hereinafter
directed, to be signed by the President thereof, attested by the
Treasurer, with the seal of the County Commissioners attached.

SEC. 2. And be it further enacted, That the amount of the
said bonds shall not in the aggregate exceed twenty thousand
