SEC. 2. And be it further enacted, That on the first Mon-
day in May, in the yeas 1912, under the regulations of the
municipal election to be held in the said Town of Kensington
on said day, as provided for in the charter of the said munic-
ipal corporation, the question as to whether this act shall take
effect shall by the Mayor and Town Council of the said Town
of Kensington be submitted to the legal and qualified voters
of said town. And all ballots at said election shall have
printed on them the words "For the fifteen-cent increase for
electric lights" and the words "Against the fifteen cent increase
for electric lights," and all voters desiring to vote against the
provisions of this act shall mark out the words "For the fifteen
cent increase for electric lights," and if the judges of election
shall decide that a majority of the votes cast favor for the
fifteen cent increase for electric lights, then this act shall be
in full force of law. Otherwise of no effect. The judges of
election shall under their hands certify to the Mayor and
Town Council of Kensington the result of the said election.

SEC. 3. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 41.

AN ACT to repeal and re-enact with amendments section 121 of
Article 77 of the Code of Public General Laws of Mary-
land of 1904, entitled "Public Education," as amended by
Chapter 386 of the Acts of the General Assembly of Mary-
land of 1910.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 121 of Article 77 of the Code of Public
General Laws of Maryland of 1904, entitled "Public Educa-
tion," as amended by Chapter 386 of the Acts of the General
Assembly of Maryland of 1910 be and the same is hereby
repealed and re-enacted with amendments, to read as follows:

121. For the encouragement of secondary education in
Maryland, the State shall extend aid to such groups of high
schools as shall be herein designated and described, and in such
amounts and in such manner as shall hereinafter be set forth.
All high schools of the counties of the State of Maryland receiv-
ing State aid shall be arranged by the State Board of Educa-
tion into two groups, to be designated first group and second
