by the County Commissioners of his removal and the cause
therefor, whose decision shall be final.
SEC. 171D. The said County Road Engineer shall reside
in Talbot county during his term of office, and shall have
entire charge, control and supervision of the working, repair-
ing and reconstructing of the public roads and bridges of Tal-
bot county. He shall have charge of all teams, machinery and
implements used by him on the roads and bridges of Talbot
county, and of any conveyance for said engineer which the
county commissioners, in their discretion, may at any time
purchase or acquire. He shall employ and discharge such
labor, teams and implements as he may deem necessary for
the maintenance, repair and construction of said roads and
bridges; provided, that he shall not employ any person at a
greater compensation than one dollar per day unless authorized
in writing by the County Commissioners. He shall at the first
meeting of the County Commissioners in each and every month
file a statement, duly certified, of the work done in the pre-
ceding month, together with a statement showing amount due
to each person for labor, teams and implements employed by
him in the preceding month, which amounts shall be at once
due and payable; and the County Commissioners shall make
no payment for work on the county roads unless the bills there-
for shall be approved by the County Road Engineer.
He shall not contract for the expenditure of a greater amount
on the roads and bridges of said county in any one fiscal year
than the amount levied by the County Commissioners for the
purpose, without obtaining the permission in writing of said
commissioners.
He shall make requisition to the County Commissioners and
furnish specifications for all material, supplies, feed, teams and
implements to be purchased by the County Commissioners for
use in the repair and construction of roads and bridges, and
the County Commissioners shall make no payment unless the
bills for the same shall be certified as correct by him; and to
that end the specifications shall set forth that all material
furnished by any person, firm or corporation shall be subject
to the approval of the said County Road Engineer.
He shall make annually, in writing, a detailed report to the
commissioners, which report shall be published by the com-
missioners within thirty days after filing same with them by
the County Road Engineer, of all work done on the county
roads and bridges for the year, together with the names of all
persons working on said roads and bridges, and the amount to
