whereby endless confusion in the matter of levying said taxes
has been avoided; and,
WHEREAS, The Comptroller has no appropriation of funds out
of which he is authorized to pay for such services; and,
WHEREAS, The aforesaid case of the State of Maryland against
the Union Trust Company was finally decided in favor of
the State on June 24th, 1911.
SECTION 1. Be it enacted by the General Asesmbly of Mary-
land, That the Comptroller of the Treasury be and he is hereby
authorized and directed to draw his warrant upon the Treasurer
for the sum of two thousand dollars ($2,000), in favor of the
said James M. Munroe, and the said Treasurer is hereby author-
ized and directed to pay to the said James M. Munroe the said
Bum of two thousand dollars, for his legal services in the prose-
cution of the said suit of the State of Maryland' versus The
Union Trust Company of Maryland, a test case involving the
right of the State to collect taxes upon the capital stock of cor-
porations, and also the right of the State Tax Commissioner to
make levy of such taxes as set forth in the preamble to this act.
SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 589.
AN ACT to appropriate a sum of money for the purchase of a
lot of ground in the City of Annapolis and the erection
thereon of an armory for the use of a company or companies
of the Maryland National Guard, and to name a building
commission for the purpose of purchasing such a lot, and pro-
viding for the construction of the armory thereon.

AN ACT to authorize and empower the Mayor and Council of
Brunswick, in Frederick county, Maryland, to issue bonds
to amount not exceeding thirty thousand dollars ($30,000.00)
for the purpose of acquiring, erecting, operating and main-
