tioned for the faithful performance of his or their contract or
contracts, in accordance with the specifications furnished by
said President and Commissioners, provided that the said Presi-
dent and Commissioners shall incur no indebtedness on account
of such construction, reconstruction or repair, other than the
bond indebtedness hereinbefore provided for.

SEC. 7. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 563.

AN ACT to repeal and re-enact with amendments section six
(6) of Chapter one hundred and eighty (180) of. the Acts
of the General Assembly of the Session of 1910, entitled "An
Act to create and establish a Public Service Commission, and
prescribing its powers and duties, and to provide for the reg-
ulation and control of Public Service Corporations and Pub-
lic Utilities, and making appropriations therefor."

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section six (6) of Chapter one hundred and eighty
(180) of the Acts of the General Assembly of the Session of
1910, entitled "An Act to create and establish a Public Service
Commission, and prescribing its powers and duties and to pro-
vide for the regulation and control of Public Service Corpora-
tions and Public Utilities, and making appropriations therefor/"
be and the same is hereby repealed and re-enacted so as to read
as follows, to wit: Counsel of the Commission: Duties.

SEC. 6. And be it further enacted, That it shall be the
duty of the General Counsel of the Commission subject always
to the order of the Commission, which may substitute and use
any other agent or instrumentality, in its discretion, to repre-
sent and appear for the Commission in all actions and proceed-
ings involving any question under this act, or under or in refer-
ence to any act, order or proceeding of the Commission, and if
directed to do so by the Commission, to intervene, if possible,
in any action or proceeding in which any such question is
involved; to commence and prosecute all actions and proceed-
ings directed or authorized by the Commission, and to expedite,
in every way possible, final determination of all such actions
and proceedings; to advise the Commission and each Commis-
sioner, when so requested, in regard to all matters in connec-
