be gratuitous and without pay unless and until compensation
be authorized and fixed by a vote of the citizens.

SEC. 14. And be it enacted, That the Mayor, by virtue of
his office, shall sign all orders and vouchers for the payment of
all moneys; may call upon any officer of said town entrusted
with the receipt and expenditure of public money for a state-
ment of his accounts at any time he may deem necessary. He
shall see that the ordinances of the Council are duly and faith-
fully executed, and shall report annually to the Council the
general state of the affairs of the town with an accurate account
of all moneys received and expended during the preceding
year, as shown by the treasurer's books, such report to be made
public for the information of the citizens. He shall act as
presiding officer of the Council and in case of a tie shall have
the deciding vote.

SEC. 15. And be it enacted, That in case of temporary
absence or disability of the Mayor, the Council may designate
one of its members to act in his stead ad interim; such appointee
to have during such appointment all the powers and jurisdic-
tion hereby conferred upon the Mayor.

SEC. 16. And be it enacted, That the Council shall meet
regularly at least once each month during the months of June,
July, August and September, and as often during the remainder
of the year as it may deem proper for the transaction of busi-
ness. All such meetings shall be public; provided, that pur-
suant to a vote of a majority of the members present, an execu-
tive session may be held. A majority of the members of the
Council shall constitute a quorum for the transaction of busi-
ness.

SEC. 17. And be it enacted, That council shall appoint
from the qualified electors of North Beach, a clerk and treas-
urer, who shall continue in office during the time for which said
council is elected, unless sooner removed by said council for
cause, and whose compensation may be fixed by the council.
The clerk shall keep in a well-bound book full minutes of the
proceedings of the council. The treasurer shall receive all
taxes and other money due the town, and shall disburse the
same upon order of the council. The council shall require of
the treasurer a bond to be by them fixed and determined for
the faithful discharge of his duties as such treasurer. The
treasurer shall annually and at such times as he may be required
by the Mayor or council, furnish a detailed statement of the
condition of the treasury.
