682 LAWS OF MARYLAND. [Ch. 478]

SEC. 10. And be it further enacted, That the said Board of
Public Works be and it is hereby authorized, within its discre-
tion, to advertise for sealed bids and to sell to the highest
responsible bidder therefor, after such notice as shall be pre-
scribed by the said Board of Public Works, the securities
belonging to the sinking fund of the "Consolidated Loan of
1899" other than the bonds or certificates of indebtedness issued
by the State of Maryland, the money realized from the sale of
said securities to be applied toward the redemption of the State
debt known as the "Consolidated Loan of 1899"; if any of the
said securities so offered for sale are not bid for, or if an insuffi-
cient price be bid for them, they may be subsequently disposed
or by the said Board of Public Works at private sale on the best
terms that can be obtained for the same; provided, they shall
not be sold at private sale at a price less than the last recorded
public sale for similar securities.

SEC. 11. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 478.

AN ACT to repeal and re-eact with amendments sections 117,
118 and 119 of Article 16 of the Code of Public General
Laws, title "Chancery," sub-title "Non Compos Mentis."

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 117, 118 and 119 of Article 16 of the Code
of Public General Laws, title "Chancery," sub-title "Non
Compos Mentis," be and the same are hereby repealed and
re-enacted with amendments so as to read as follows:

117. The Court, which may have appointed the guardian,
committee or trustee of the property of a person non compos
mentis may, upon the application of such guardian, committee
or trustee, without any process or order of publication, order
or decree any real or leasehold property of a person non compos
mentis to be mortgaged, or may order or decree any real or
leasehold property of a person non compos mentis to be leased
for any term of years, or may order or decree the surrender of
any lease of the estate or property of such person non compos
mentis to be accepted, and the same to be demised anew on such
terms and conditions as the Court may direct.
