SEC. 2. And be it enacted, That the Burgess and Council of
Myersville is hereby authorized and empowered to sell said
bonds by bid upon sealed proposals, after having given at least
three weeks' public prior notice by advertisement in one news-
paper published in Frederick county, and such other notice as
the Burgess and Councilmen of Myersville may think proper;
provided, however, that said bonds shall not be sold except for
cash.
SEC, 3. And be it enacted, That said Burgess and Council
shall have power and authority and are hereby required to levy
all necessary taxes upon the property within the taxable limits
of said corporation, for the payment of the interest on the bonds
hereby authorized to be issued, as well as for the payment of
said bonds at maturity, and said Burgess and Council shall create
a sinking fund for that purpose and levy the necessary taxes
therefor, which sinking fund shall be invested annually in
some safe securities to be selected by said Burgess and Council;
provided, that the question of issuing the said bonds shall, at
the regular municipal election to be held on the first Monday
of May, 1912, be submitted to the qualified voters of said town;
if a majority of the votes cast on said proposition at said elec-
tion favor the execution of this law, the Burgess and Council
may proceed to issue said bonds; but if the majority of said
votes cast on said proposition shall be against the execution
of this law, then it shall be null and void.
SEC. 4. And be it enacted, That the Burgess and Council of
Myersville shall convene in special session, at least ten days
before the regular municipal election to be held in said town
of Myersville on the first Monday in May, 1912, and at said
special session to be held as aforesaid the said Burgess and
Council of said municipal corporation shall pass an ordinance
specifying whether the proceeds arising from the sale of the
said bonds to be issued as aforesaid shall be used in defraying
the cost of installing a water system or lighting plant in said
town of Myersville, and copies of said ordinance shall be
posted at least five days before said regular municipal election,
to be held as aforesaid, in conspicuous places in said town.
SEC. 5. And be it enacted, That this act shall take effect
from the date of its passage.
