said bonds and subscribe the said capital stock and not other-
wise.

SEC. 10. And be it enacted, That the County Commission-
ers of said county, or a majority of them, are hereby authorized
and empowered either in person or by proxy to vote the stock
so to be subscribed for at any meeting of the stockholders of
said company, under such conditions as the private stockholders
may be authorized to vote their individual stock.

SEC. 11. And be it enacted, That this act shall be advertised
in the newspapers published in Anne Arundel county for two
months preceding the next election for members of the House
of Delegates, and be subject to the approval of a majority of all
the members elected to each House of the General Assembly
of Maryland at its next session after the passage of this act.
And it is hereby made the duty and the said County Commis-
sioners of Anne Arundel County are hereby directed to have
this act published as required by this section.

SEC. 12. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 391.

AN ACT to repeal and re-enact sections 191 and 196 of Article
2 of the Code of Public Local Laws, title "Anne Arundel
County," sub-title "Roads," as the same were repealed and
re-enacted by Chapter 654 of the Acts of 1908.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 191 and 196 of Article 2 of the Code of
Public Local Laws, entitled "Anne Arundel County," sub-title
"Roads," as the same were repealed and re-enacted by Chapter
654 of the Acts of 1908, be and the same are hereby repealed
and re-enacted with amendments so as to read as follows:

196. The County Road Engineer shall appoint in each elec-
tion or road district a competent and trustworthy person as
working foreman, who shall be a bona fide resident of the dis-
trict from which he is appointed who shall have charge of
and manage the work on the public roads and bridges in the
district for which he is appointed, and perform such duties as
the County Road Engineer may prescribe; and he shall be
subject to the control and direction of the County Road Engi-
neer, to whom he shall be directly responsible, and may be
