526 LAWS OF MARYLAND. [Ch. 370]

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Treasurer of this State be and he is hereby
authorized to pay, upon the warrant of the Comptroller, Mary
E. Morse, mother of Charles J. Morse, the sum of two hundred
and sixty-five dollars ($265), being for unusued auctioneer's
license from February 6th, 1908, to September, 1908.

Approved April 8, 1912.

CHAPTER 369.

AN ACT to refund to Louis P. Samanni, of Baltimore City, ten-
twelfths of the sum of $160.00, paid for ordinary and cig-
arette licenses for twelve months from May 1, 1911, the said
licenses having been used only to and including June 30,
1911.

(Vetoed.)

CHAPTER 370.

AN ACT to provide for the issue of certificates of indebtedness
of the State of Maryland to provide $3,170,000.00 to be
used by the State, Roads Commission to construct and main-
tain the system of State roads.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in order to complete the construction of the State
public roads as provided in sections 32A, 32B, 32C, 32D, 32E,
32F and 32G of Article 91 of the Code of Public General Laws
of Maryland, title "Surveyor and State Survey," sub-title "Pub-
lic Roads," an additional loan be and the same is hereby
created to be called "The State Loan of 1912," to the amount
of $3,170,000.00; the said loan so to be issued from time to
time in amounts not less than $500,000 upon the request of the
State Roads Commission, by resolution duly passed by the
said board, and filed with the Comptroller of the Treasury, and
each series as issued shall be lettered, beginning with "A" and
so on down the alphabet, until the said amount of $3,170,000
shall have been issued. The said loan shall bear interest at a
rate to be fixed by the Governor, Comptroller of the Treasury
and Treasurer of this State, or a majority of them, and said
interest shall be payable semi-annually, and the said loan and
every part thereof; and the interest payable thereon shall be
