SEC. 11. Nothing in the ten preceding sections shall be con-
strued in any way to impair, alter or abridge any rights which
either State, or the citizens thereof, may be entitled to, either
by, through, under or against the compact entered into between
the States of Maryland and Virginia on March 28th, 1785.

SEC. 12. And be U enacted, That upon the taking effect in
the State of Virginia of the provisions prescribed in this act,
the Governor of Maryland shall issue his proclamation declar-
ing the provisions of this act to be effective.

SEC. 13. And be it enacted by the General Assembly of
Maryland, That all acts or parts of acts in conflict herewith
are hereby repealed.

CHAPTER 5.

AN ACT to authorize and direct the County Commissioners of
Montgomery County to refund to Hester A. Counselman in
her individual right and Hester A. Counselman, executrix
of the will of Amanda Counselman, deceased, of said county,
certain sums of money for taxes erroneously paid to said
county commissioners by them.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Montgomery
County, be and they are hereby authorized, empowered and
directed to refund and pay over the sum of two hundred and
two dollars and ninety-five cents, one-half to Hester A. Counsel-
man in her individual right, and the other half to Hester A.
Counselman, executrix of the will of Amanda Counselman, late
of Montgomery county, deceased, the said sum of two hundred
and two dollars and ninety-five cents, being money which the
said Amanda Counselman and Hester A. Counselman paid to
the said County Commissioners of Montgomery County for
county taxes on personal property erroneously assessed to them
by said commissioners from the year 1895 to the year 1909,
both inclusive.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.
