poration, shall have the right of appeal to the Public Service
Commission from the provisions of this act.
SEC. 3. All acts and parts of acts inconsistent herewith are
hereby repealed.
SEC. 4. This act to become effective from the date of its
passage.

CHAPTER 157.
AN ACT to amend Article 3 of the Code of Public Local Laws
of Maryland, title "Baltimore County," by adding eight new
sections thereto under the sub-title "Health and Sanitary
Officers," to be known as sections 132L, 132M, 132N, 132 o,
132P, 132Q, 132R and 132S of said article, the same provid-
ing for the construction and maintenance of sewers and
drains in said county, the compelling of connections with
private sewerage plants under certain conditions, and the
acquisition of such plants by said county.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 3 of the Code of Public Local Laws of
Maryland, title "Baltimore County," be amended by adding
eight new sections thereto under the sub-title "Health and
Sanitary Officers," to be known as sections 132L, 132M, 132N,
132O, 132P, 132Q, 132R and 132S of said article, and to read
as follows:
132L. Subject to the conditions and restrictions herein-
after contained, the County Commissioners of Baltimore County
shall have full power and authority to establish sewerage or
drainage systems in said county whenever in their opinion
public welfare or convenience may so require; and shall fur-
ther have power to provide by reasonable regulations for the
proper maintenance, preservation, protection, examination,
inspection and repair of the same, whether on public or private
property, all such regulations to be subject to approval by the
State Board of Health of Maryland, and when so approved, to
have all the force and effect of law. The power so delegated
shall be taken to include the power to open, alter, enlarge or
straighten, subject to the provisions hereinafter contained, any
sewer or drain, public or private through any public or private
property, to inspect and regulate house drainage and sewerage
