the rights, franchises and powers in each of said acts set forth
and expressed; provided, however, that said corporation, before
commencing work or construction upon any portion of any State
road or roads included in the State roads system constructed
or adopted as a part of the State roads system, shall apply to the
State Roads Commission for a permit to construct its lines and
overhead equipments upon or over any such road, and all work
done under such permit upon any such road or crossing of said
road, shall be done in conformity with the rules and regulations
of the State Roads Commission, and located as designated by
said commission, and in full compliance with the provisions and
terms of any permit granted, by said State Roads Commission
and to. the satisfaction of said commission; and before doing
any such work the said corporation shall file with the said State
Roads Commission, if required, a bond in such amount and
penalty as the State Roads Commission may require for the
satisfactory performance of all the terms and conditions of said
permit.
SEC. 4. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 132.
AN ACT to provide for the regulation, control and licensing of
horse racing within Harford county, to create the Harford
County Racing Commission, and prescribe its powers and
duties, to provide license fees for the conduct of horse rac-
ing within said county; and to repeal sections 204, 205 and
206 of Article 27 of the Code of Public General Laws of
Maryland of 1904, title "Crimes and Punishments," sub
title "Gaming," said section 206 having been amended by
Chapter 127 of the Acts of the General Assembly of Mary-
land of 1906, so far as said sections apply to Harford county.
SECTION 1. Be it enacted by the General Assembly of Mary-
land:
1. That Robert C. Richardson, James T. Jones, Leon H.
Tubbs, J. Alexis Shriver and Michael H. Fahey and their suc-
cessors in office, be and they are hereby constituted a commis-
sion to be known as the Harford County Racing Commission,
to have jurisdiction over meetings for the conduct of horse rac-
