ent for Montgomery County shall be four years, unless sooner
removed, as herein provided, and, in addition to his salary, he
shall receive such further allowance for expenses and assistance
as the said County Commissioners may find requisite and nec-
essary, and shall be empowered to incur all necessary expenses
for surveyor and inspection, such sums to be paid out of the
general road and bridge fund of the county, and when incurred
for any special road or bridge they shall be chargeable to such
road or bridge. The Road Superintendent for Montgomery
County shall inspect the roads and bridges in each district as
often as may be necessary to thoroughly familiarize himself
with the condition and requirements of the county generally,
and recommend to the said County Commissioners such repairs
and improvements as he may think advisable; he shall make
such general or special examination of any road or bridge as
may be required by the said commissioners, and he shall also
submit plans and specifications and make estimates for the con-
struction, repairs or improvement of any particular road or
bridge authorized by the said County Commissioners; such
plans and specifications when adopted by the board shall not
be changed except by a majority vote of the full board, and shall
inspect or cause to be inspected and report on all material to
be used on the roads and bridges, and supervise the work done
on the bridges; and on stone or other permanently improved
roads; and see that all contracts with reference thereto are faith-
fully executed; he shall have direct control and supervision of
the operation, preservation and repair of roadmaking and road-
maintaining machinery and equipment, and of machinery, tools
and equipment for quarrying and crushing stone; he shall sub-
mit to the said commissioners a comprehensive plan for the
maintenance of the roads, and shall, when requested by the said
commissioners, give instructions to the foreman or other person
in charge of such repairs as to the places most in need of
repairs, and the manner in which the work shall be performed,
and shall assist the said County Commissioners in any other
manner they may require; he shall have full power to suspend
work being done under contract if the same is not, in his
judgment, being done in accordance with the terms of the con-
tract, his action in this respect to be forthwith reported to the
said County Commissioners for their final action; whenever
work of construction or repairs on bridges or roads is done by
contract, no payment called for by such contract shall be made
until after the said Road Superintendent has endorsed his recom-
mendations upon the bill therefor; all bills for machinery and
equipment, labor and material furnished for any bridge or on
