acter of the expense. Such charges shall be entered in books
by election districts in such manner that at any time all expendi-
tures on any road can be easily ascertained, and the anditor who
andits the accounts of the County Treasurer shall certify that
this provision of law has been complied with or report the facts
where it has been violated.

The expression "other permanently improved roads" as used
in this section is hereby defined to mean macadam, stone, gravel,
shell, concrete or other such permanent modern roads.

SEC. 2. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 109.

AN ACT to repeal and re-enact with amendments sections 177H,
177I, 177J, 177P, 177Q, 177S and 177U of Article 16 of the
Code of Public Local Laws, title "Montgomery County,"
sub-title "Roads," and to add five new sections to said sub-
title, to follow section 177U, and to be known as I77V, 177W,
I77X, 177Y and 177Z, providing additional powers and duties
for the Board of County Commissioners of Montgomery
County in granting franchises or rights in relation to high-
ways, avenues, streets, lanes and alleys.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 177H, 177I, 177J, 177P, 177Q, 177S and
I77U of Article 16 of the Code of Public Local Laws, title
"Montgomery County," sub-title "Roads," be and the same are
hereby repealed and re-enacted with amendments so as to .read
as follows:

177H. All matters pertaining to and affecting the public
highways, roads, bridges, avenues, streets and alleys of the
county shall be under the general control and supervision of
the County Commissioners of Montgomery County, who are
hereby given power to enter into and make any and all con-
tracts for material, machinery, implements and equipment for
such public highways, and to employ or direct the employment
of so many and such agents, superintendents, foremen, inspec-
tors, assistants, mechanics and laborers as may be found neces-
sary for the proper construction, care, improvement and main-
tenance of the same, and to fix the rate of compensation thereof.
