SEC. 3. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 90.
AN ACT providing for the establishment of scholarships in
applied science or advance technology available to the resi-
dents of this State; appropriating to the Johns Hopkins Uni-
versity for this purpose tie sum of six hundred thousand dol-
lars, and also the annual sum of fifty thousand dollars; and
providing also a bond issue for said appropriation of six
hundred thousand dollars.
WHEREAS, It is declared in Article 43 of the Declaration of
Rights of this State, that "the Legislature ought to encour-
age the diffusion of knowledge and virtue, the extension of
a judicious system of general education, the promotion of
literature, the arts, sciences, agriculture, commerce and manu-
factures, and the general amelioration of the condition of
the people"; and
WHEREAS, In furtherance of the principles so declared it is
deemed advisable to extend to the people of this State the
opportunities and facilities for education in applied sciences
and advanced technology, and free tuition in said courses of
study by adequate provision for scholarships for said pur-
poses; and
WHEREAS, By resolution of the House of Delegates and the Sen-
ate special committees were appointed to confer with the
Trustees of The Johns Hopkins University for the purpose
of determining the advisability of establishing at the univer-
sity a school of department of applied science and advanced
technology, and of providing for free scholarships in the
courses of study pursued therein; and said committees have
favorably reported the plan therefor embodied in this bill;
therefore,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of six hundred thousand dollars is hereby
