shall be filled by an election held after ten days' notice given
by the remaining commissioners.

371. That they shall meet in said town on or before the
first Monday in June next succeeding their election, and from
time to time as occasion may require.

372. That they shall annually appoint a clerk, who shall
keep the minutes of their proceedings in a well-bound book,
which shall be open to the inspection of all persons interested
therein, and shall perform such other duties as the commis-
sioners may assign him.

373. That they shall annually, on or before the first Mon-
day in April appoint three judges of election, who shall con-
duct the election according to the laws of the State, except
that the polls shall be opened at three o'clock P. M. and closed at
five o'clock P. M.

374. That they may appoint annually a bailiff for said
town, who shall perform such duties as may be required of him
by said commissioners, and preserve peace and good order in
said town; and for that purpose he shall have all the power of
a constable.

375. That the commissioners and all other officers of the
corporation shall, before they enter upon the duties of their
offices, make oath that they will diligently and faithfully, to
the best of their skill and judgment, perform the duties of
their office and shall file a certificate thereof, signed by the
officers before whom said oath was made, among the records of
the corporation.

376. That the commissioners shall receive all returns of
election and determine all questions arising thereon; but any
citizen of said town interested in such determination shall have
the right to appeal therefrom to the Circuit Court for Mont-
gomery County, and the decision of said court shall be final.

377. That the commissioners may pass such ordinances, not
inconsistent with law, as they may deem beneficial to the town;
may open and close the streets, lanes and alleys; grade and
pave the same; remove nuisances and obstructions therefrom;
restrain all disorders and disturbances; prevent all congrega-
