174. That the commissioners shall annually appoint a clerk,
who shall keep the minutes of the proceedings in a well bound
book, which shall be open to the inspection of all persons inter-
ested therein, and shall perform such other duties as the com-
missioners may assign him.

175. That the commissioners shall annually, on or before
the first Monday in April, appoint three judges of election, who
shall conduct the election according to the election laws of the
State of Maryland, except that the polls shall be opened at
four o'clock P. M., and close at six o'clock P. M.

176. That the commissioners may appoint annually a bailiff
for said town who shall perform such duties as may be required
of him by said commissioners and preserve peace and good
order in said town, and for that purpose he shall have all the
powers of a constable.

177. That the commissioners and all other officers of the
corporation shall, before they enter upon the duties of their
office, make oath that they will diligently and faithfully to the
best of their skill and judgment perform the duties of their
office, and shall file a certificate thereof, signed by the officer
before whom said oath was made, among the records of the
corporation.

178. That the commissioners shall receive all returns of
election and determine all questions arising thereon.

179. That the commissioners may pass such ordinances not
inconsistent with law as they may deem beneficial to the town;
may open and close streets, lanes and alleys, grade and pave the
same, remove nuisances and obstructions therefrom restrain all
disorders and disturbances, prevent all congregations of dis-
orderly persons in public places, and impose fines, penalties and
forfeitures for the violation of their ordinances and may com-
mit all offenders to the county jail until the same be paid with
costs.

180. That any fines, penalties and forfeitures imposed by
this charter or by any ordinance of the commissioners may
be collected by proceedings in the name of the commissioners
before a justice of the peace, and the justice of the peace shall
