of their proceedings in a well-bound book, which shall be open
at any time to the inspection of any one interested. If said
commissioners appoint the clerk treasurer, the said clerk shall
give a bond in such sum as the commissioners shall deem
proper, and shall pay out the money that shall .come into his
hands only on the order of the commissioners, which order
shall plainly appear in the minutes.

33. That the commissioners shall annually appoint a bailiff
and such under bailiffs as may be necessary.

34. That the commissioners shall allow their clerk and bail-
iff such compensation as they shall think proper.

35. That the commissioners and all other officers of the
corporation, including judges of election, shall, before enter-
ing upon the duties of their respective offices, make oath that
they will diligently and faithfully to the best of their abili-
ties, skill and judgment, perform their duties of office, and
shall file a certificate of the same among the records of the cor-
poration.

36. That the bailiff and clerk shall give bond in such sum
as may be deemed proper by the commissioners for the faith-
ful performance of their respective duties.

37. That the commissioners shall receive all returns of elec-
tion and shall determine all questions arising thereon, but
any person feeling aggrieved by such decision may appeal
therefrom to the Circuit Court for Montgomery County, which
Court shall hear and determine such appeal and who shall pay
the cost thereof.

38. That the commissioners may pass such ordinances not
inconsistent with the laws of the State, as they may deem
beneficial to the town, may open and close streets, lanes and
alleys, grade and pave the same, remove nuisances and obstruc-
tions therefrom, restrain all disorders and disturbances, pre-
vent all congregations of disorderly persons in public places,
apprehend all tramps and vagabonds, impose a tax on dogs,
geese, hogs and other animals running at large in the streets,
or totally prohibit the same; and may impose fines, penalties
and forfeitures for the violation of their ordinances, and com-
mit all offenders to the county jail until the same be paid with
costs; may pass such ordinances as they may deem necessary
for the preservation of the health of the town and remove
all nuisances from or prohibit all business within the cor-
porate limits thereof, as shall, in their opinion, injuriously
affect the sanitary conditions thereof.
