do so item by item, specifying the department for which the
levy is made, and the amount to be expended therein. They
shall in the month of March in each and every year, by order
noted in the minute book, and a copy thereof served upon the
town collector or any other official receiving and collecting
revenue for said city, requiring the said official to make a final
settlement with the town clerk and treasurer, on or before the
30th day of June following. And the said commissioners shall
not expend any more money in any fiscal year than is received
by them from all sources of revenue, due and owing to the said
city. And any commissioner or commissioners voting to author-
ize such expenditure shall be personally responsible for all
sum or sums of money so authorized to be paid.

Compensation of Mayor and Commissioners.

57. Each of the five commissioners shall receive one hun-
dred dollars per year. The Mayor, in addition to the sum
which he receives as commissioner, shall receive a further sum
of one hundred dollars per year as Mayor. Neither the Mayor
nor any commissioner shall receive from the corporate funds
any other or further sum of money or compensation than is
provided by this section, except such expenses as he may incur
in executing some duty as commissioner.

Powers of the Commissioners.

58. The commissioners of Cambridge shall have full right,
power and authority to do and perform and provide for the
doing and performing of any and all of the matters and things
hereinafter mentioned, and to prohibit, forbid and prevent the
doing of any of the matters and things which they are herein
authorized to prohibit, forbid and prevent and to impose and
prescribe, any penalties which herein they are invested with
power to impose and prescribe and are hereby given and
vested with full police and health authority and jurisdiction
over said town and the territory contiguous thereto within a
radius of one mile of the corporate limits thereof; and the pro-
visions herein shall in no wise interfere with, restrict or forbid
the exercise of any rights, privileges or prerogatives which are
provided for, conferred and bestowed directly or by necessary
implication in any of the provisions of section of the charter
other than the present section, that is to say, the commissioners
shall be and they are hereby authorized and empowered: To
borrow money on negotiable paper, provided that the sum so
borrowed shall not exceed the sum of six thousand dollars
($6,000) ; to pass and enact all by-laws and ordinances not
