person as the board of aldermen may appoint for that purpose,
and all penalties provided for violations of law by supervisors
of election or board of canvassers shall be applicable for viola-
tions of law by the city register or other person appointed for
that purpose, while acting in such capacity. All officers of
registration, judges and clerks of election appointed by the city
register shall hold office for a term of four years. In addition
to the aforegoing the city register shall perform such other
duties pertaining to the proper administration of his office as
may be required of him by ordinance; and the board of alder-
men may at any time by ordinance annul any or all of the
powers and duties hereby conferred upon the city register
and collector of taxes and either apportion said powers or
any part thereof among the mayor and aldermen, or city
appointees or appoint such other officer or officers for the pur-
pose of exercising such powers or any of them, whenever in
their opinion the public service would be benefited thereby.
The city register and collector of taxes shall be nominated by
the superintendent of the department of accounts and finance
and confirmed by the board of aldermen as hereinafter provided.

SEC. 270G. The City Register in the year 1913 and in
every fourth year thereafter, shall appoint before the first day
of May two persons as judges of election, and on or before the
tenth day of May two more persons as judges and two persons
as clerks of election for each voting precinct in said city. It
shall not be necessary to appoint new judges or clerks of elec-
tion for any special election to be held in said city, but the
judges and clerks appointed under this article for title general
election as herein provided for shall discharge the duties of
said judges and clerks respectively, within their several pre-
cincts wherein such special elections shall be held; each judge
and clerk of election must be a legal voter residing in the pre-
cinct for which he is appointed, a man of good capacity and
character, able to speak, read and write the English language
and skilled in the four fundamental rules of arithmetic and
not a candidate for any office at the next election.

SEC. 270ccc. At every election each qualified voter shall be
entitled to receive one official ballot. The person applying
therefor to the judge of election holding the ballot shall give
his name and residence, and said judge shall repeat same in a
loud distinct voice, and if such name be found upon the reg-
ister by the judge having the custody thereof, he shall repeat
the said name, and the voter shall be allowed to enter the space
enclosed by the guard rail; and the judge holding the ballot,
having first written in ink the voter's name and number upon
