and may prescribe the manner in which such assessment shall
be made, and provide for adjusting all differences in relation
thereto, and do all other things necessary for making it.

SEC. 60. The assessment of the taxable property within the
limits of the said city, as made by the assessors' of Howard
county, shall be the basis of taxation until the Commissioners
of Ellicott City shall determine and perfect a city assessment
as provided for in the preceding section.

SEC. 61. They may pass ordinances for the appointment
of one or more assessors, prescribing their duties and providing
a suitable compensation for them..

SEC. 62. All assessments made under any city ordinance
shall be chargeable with the taxes levied for the use of the cor-
poration, and the Commissioners of Ellicott City may provide
by ordinance for the increase or abatement of any erroneous
assessment?

SEC. 63. The Commissioners of said city shall annually
elect a registrar of said city, and shall fix and ascertain by
ordinance his duties and compensation. The said registrar
shall be the collector of taxes for said city and shall give such
bond conditioned for the faithful performance of his duties as
said commissioners of said city may prescribe.

SEC. 64. The Commissioners of Ellicott City may levy a
tax on the property assessed in said city not exceeding ten cents
in every one hundred dollars of the assessed value thereof; but
it is further provided that the Commissioners of Ellicott City
may annually levy a special tax on property assessed in said
city not to exceed ten cents in every one hundred dollars of the
assessed value of said property, to be used only for the purpose
of liquidating the present outstanding indebtedness of said city,
and after the present outstanding indebtedness shall be provided
for said special tax shall not thereafter be levied. Said levy
shall be made by the Commissioners of Ellicott City in each
succeeding, year, beginning with the year 1912, on or before
the first day of July, and said taxes shall be due and payable
fifteen days after the publication of the ordinance imposing the
tax rate, and if not paid when due they shall bear interest
at the rate of six per centum until the same are paid.

SEC. 65. It shall be the duty of the registrar, as soon as
the annual levy is made and placed in his hands, for collection,
to give notice thereof by advertisement in one newspaper pub-
lished in said Ellicott City, which notice shall state the time
from which taxes bear interest, and shall warn all persons of
their liability to be published as delinquent taxpayers and to
