STATE LICENSES

Honorable Sir:

I herewith submit the following report of the License Inspectors of the
State of Maryland for the fiscal year beginning October 1, 1930, and ending
October 1, 1931.

The total result of the inspection of licenses over the State of Maryland
for the year 1930-31 amounted to $77,599.70. Of this amount $46,075.62 was
reported in Baltimore City, which included a penalty of $15,379.43. In the
counties $31,524.08 was reported, which included a penalty of $5,579.59, and
the total amount of penalty collected over the State was $20,959.02.

Since I made my last report a decision has been reached by the Court
requiring the merchants conducting business in the North Avenue Market
to secure a State license, and this market is now 100% licensed.

During the past year this Bureau has compiled a pamphlet of the license
laws of Maryland, which has brought forth much favorable comment. We
have placed some of these pamphlets in the hands of the Clerks of the
Courts throughout the State to assist them in dealing with. State licenses
generally. I might add that we have been receiving splendid co-operation
from the Clerks of the Courts in the counties. The Legislature of 1931
passed an "Open-Air" garage law, requiring a garage license to conduct
the business of storing automobiles on open lots, in competition with the
public garage owner. Approximately $3,500 in revenue has been derived
from this source.

I want to call your attention to the fact that while Worcester County
shows a large delinquency, it is due to the fact that about $2,000 of this
amount was for current licenses collected at Ocean City. Also a number
of merchants in Baltimore have reduced their stock and license, and a
number of the large concerns have discontinued business altogether.

Every county in the State has been visited by an Inspector, Somerset
and Worcester having been visited twice during the past fiscal year.
