Complying with Section 9 of Article XIX of the Annotated Code
of Maryland, I hereby submit a statement of the financial affairs of
the State for the fiscal year ending September 30th., 1931.
The various Bureaus of our department are functioning efficiently
and, I believe, satisfactorily. The License Inspectors' Department
shows little change and is up to date.
The Gasoline Bureau is showing a steady increase in revenue and
the detail work in reference to the new system of auditing and in-
vestigating the claims for refund of the tax, as provided by law, is
steadily increasing year by year. However, we have been able to
keep this work up and all matters are handled without delay.
For the past year we have been making more effort looking to-
wards centralized payment of accounts, and beginning with October
1st of this year the plan was practically completed and seems to be
. working efficiently and satisfactorily. As authorized by the last
Legislature I have appointed one Chief Deputy Comptroller and two
Deputy Comptrollers, which were necessary to carry out the physical
task of the required details to make the centralized payment plan
prompt and efficient.
The Central Purchasing Bureau and this office are working in
close harmony and I believe the desired results are being obtained.
Due to the increased volume of valuable and important records I
believe I am justified in bringing to your attention, as I did in our
annual report of 1923, the necessity of more adequate facilities for
the keeping of valuable records. I think this could be accomplished
without a large expense and a slight extension of the space surround-
ing our office.
I suggest to you again that I think much, could be accomplished
and many economies effected by some arrangement looking to the
supervising of expenditures by various State departments.
I hope you will bear in mind the desire of this department to co-
operate completely in every possible way to bring about a most econ-
omical and efficient administration of the fiscal affairs of the State.
