To The Honorable,
The General Assembly of Maryland:
Section 9 of Article 19 of the Annotated Code of Maryland
directs the Comptroller to submit annually a statement of the
financial affairs of the State, and in accordance therewith I
hereby present my report for the fiscal year ended September
30th, 1930.
In submitting this report I would like to call your attention to
the report covering the operation of the License Bureau and the
Motor Vehicle Fuel Tax Department, which departments have
grown continually since their establishment and now involve a
large amount of detail.
In submitting my report for the year 1923 I directed your
attention to the inadequate facilities provided in the Comptrol-
ler's Office for the safe keeping of valuable and important records
of this office, and recommended, the construction of a fire-proof
vault of sufficient size to accommodate them. No action was
ever taken in this matter, and the same inadequate facilities still
prevail with a continued accumulation of permanent records. To
further emphasize the necessity of this improvement I call your
attention to the fact that in the spring of 1930 a fire occurred in
the basement of the Court of Appeals Building just under the
Comptroller's Office, which fortunately was checked before doing
any serious damage to the office or building. I still believe that
it is important that this improvement should be carried out.
This report contains full statements of the condition of the
Department of Finance, and should there be any detail connected
with it that might not be perfectly plain to you, I hope you will
bear in mind that we will be very glad to have you call on us for
any explanation necessary.
