Honorable Sir—I herewith submit the following report of the
License Inspectors of the State of Maryland for the fiscal year
beginning October 1, 1926, and ending September 30, 1927.
The total result of the inspection of licenses over the State
amounted to $88,621.70. Of this amount $46,247.48 was reported
in Baltimore City and $42,374.22 was reported in the counties.
Since the inauguration of the system of daily reports of the
activities of the License Inspectors to this Bureau, I find that I
am better able to keep in touch with the License situation through-
out the State than heretofore.
In the course of the work of license inspection the Policy has
been to leave a notice with the delinquent, directing him to present
same to the Clerk of the Court and secure the necessary license or
licenses for the business being conducted. In a great many in-
stances this system has been abused by the parties so reported,
inasmuch as they do not comply with, the notice left with them,
and frequently go out of business.
I would suggest that some arrangement be made whereby the
inspectors could collect the amount of the delinquency found, issue
a receipt for same and turn over the money to the Clerk of the
Court of the respective county, who would give the inspector a
receipt, and he would forward it to this Bureau for further refer-
ence and record. If this could be done it would save a great deal
of the inspectors' time and expense, since in many instances several
visits are necessary in order to see the law is complied with.
