Honorable Sir—I herewith submit the following report of the
License Inspectors of the State of Maryland for the fiscal year be-
ginning October 1, 1925, and ending October 1, 1926.
The total result of the Inspection of Licenses over the State
(Delinquents and Inadequate), amounted to $65,789.13. Of this
amount, $34,209.34 was collected in Baltimore City, and $31,579.79
was collected in the counties.
Since the inauguration of the State License Bureau the License
Inspectors, in making their investigations, have found a great many
conditions existing which should be remedied in order to make the
work more effective, with a tendency to create a stricter compli-
ance with the License Laws. I hereby respectively submit the
following recommendations:
(1) That all persons to whom licenses have been issued should
be required to keep same posted in a conspicuous place on the
premises where the business is conducted, thereby saving a great
amount of time and inconvenience for the License Inspectors. And
furthermore suggest a nominal penalty for failure to have said
licenses posted.
(2) In the course of the inspection of licenses the Inspectors
find that a great number of persons have abused the law pertaining
to "Female Traders License." I feel that if the "Female Traders
License" would be abolished and the license read "Widow's License,"
(only to be issued to a bona fide widow where the stock is not over
$300), it would put an end to taking an advantage of this particular
license, and the revenue to the State would be justly increased.
(3) Since the law was passed requiring persons conducting a
public garage for storage of automobiles to secure a "Garage
License," it has developed in Baltimore City and over the State of
Maryland that many persons have gone into the "individual garage"
business, many of them having from 100 to 200 individual garages.
I feel like this is unfair competition with the "public garage" owner,
