The average family in Maryland is 4.5, which would
show a tax, per family, of more than three hundred dol-
lars for governmental expenses.

It is apparent, therefore, that the first duty of those
in charge of the government is not only to keep expenses
wh'ere they are, but, if possible, to reduce them.
