means of greater saving in the conduct of these offices, and a
means of augmenting the State's revenues from such sources.

BUDGET SYSTEM AND CONTINUING APPROPRIATIONS.

The two most important measures passed by the Legislature
of 1916 from a financial standpoint, indeed I might say for
many sessions past, will be found in Chapter 150, proposing
an amendment to the Constitution regulating the making of
appropriations by the General Assembly, known as the "Bud-
get System," and its companion Act, Chapter 126, repealing
all laws, acts and resolutions heretofore passed by any General
Assembly making annual appropriations from the funds of the
general Treasury.

The State is to be congratulated upon the adoption of this
Amendment by the people of this State, for it thereby puts
Maryland at once in the forefront of States as having adopted
an intelligent system of handling its finances.
