Governor of Maryland:
Section 9 of Article XIX of the Annotated Code of Mary-
land requires that I shall submit a statement of the financial
affairs of this State, and in accordance therewith I hereby pre-
sent my report for the fiscal year ended September 30th, 1916.
RECEIPTS AND DISBURSEMENTS.
The total receipts, including cash balance as of October 1st,
1915, are shown to be $12,796,769.16, as set forth in State-
ment "A," while Statement "B" shows total disbursements of
111,172,673.93, with a cash balance in the Treasury proper of
$1,624,095.23, with a balance in the Funds account of
$335,259.09, or a total cash balance in banks of $1,959,354.32.
This amount is fully explained and set forth at the end of
Statement "B," showing how much thereof belongs to Special
Funds, and how much to General Funds, the form of which
statement has been changed by me in order that any citizen
may see at a glance the condition of the State Treasury at the
close of the fiscal year. In this statement you will observe
there is a free balance in the Treasury on October 1st, 1916, of
