Governor of Maryland:

In obedience to the requirements of Section 9 of Article 19 of
the Code of Public General Laws, I have the pleasure of submit-
ting to your Excellency my annual report for the fiscal year end-
ed September 30, 1904, exhibiting in detail "a statement of the
funds and the revenues of the State and of the public expendi-
tures" during that period.

RECEIPTS'.

The total amounts received into the Treasury proper during
the fiscal year, as shown in statement "A," were $4,416,828.59,
exclusive, however, of the Fund's accounts, which latter amounts
are fully shown in Statements "E," "F" and "F-A," and to
which your attention will be directed hereafter more fully. The
balance in the Treasury proper at the close of the last fiscal year,
to wit: September 30, 1903, was $1,147,410.42 and must be added
to the actual receipts of $4,416,828.59, aggregating therefore,
$5,564,239.01, as the operating cash—an unprecedentedly large
amount, and is thus explained.

The amount of $4,416,828.59 shown as the actual receipts, is
far from being the ordinary annual revenue of the State, since in
