Let us, however, not deceive ourselves ; I do not pro-
pose to insure you against taxes, for taxes we must pay
so long as time lasts and human governments exist.

But with the legislation necessary to carry out the
measures mentioned in this report, and with economy
in every branch of the public service, I think I am safe
in promising you, that the State will soon be in a far bet-
ter condition financially than it has been for years.

Feeling assured that you have as much interest, and

-will as readily take pride in promoting the public wel-
fare as myself, I confidently rely upon your wisdom
and good judgment, and upon your services in framing
and passing the necessary laws, and in enforcing that

economy, which is essential to obtain the best results,
for the protection of the interests of the people and the
advancement of the Commonwealth.
