To his Excellency, William T. Hamilton,
Governor of Maryland:
I respectfully submit to your Excellency my report of the
operations of the Treasury Department during the last fiscal
year ended the 30th day of September, 1880, as required by
the 9th section of the 22nd Article of the Code of Public
General Laws.
This is my third annual report, and a comparison of the
details and figures, to be found in the Appendix, with those
of the previous two years, shows that the Treasury was in a
better condition at the close of the year just ended, than at
any previous time since I have been Comptroller.
The balance of $513,026 36 in the Treasury on September
30th, 1880, is larger by $115,045.23 than it was on Septem-
ber 30th, 1878; although the receipts for the past year were
from ordinary sources of revenue alone, and to the receipts
from like sources in 1878 were added $262,500.00 from the
sale of Treasury Relief Bonds. The balance on September
30th, 1879, was only $43,182.63 greater than that on the
same day last year ; although the receipts in the year 1879
from the sale of Treasury Relief Bonds were $268,750.00, in
addition to the usual sources of revenue, and the expenses of
