timore and Potomac is nearing completion ; that Western
Maryland is spreading her iron arms in various ways ; that
the Eastern Shore is still emulous of close rail road connection
with Baltimore City, and Southern Maryland is preparing to
enter the field of enterprise and progress.

In presenting this report of the financial condition and
operations of the Department over which I have had the
honor to preside for three years, I embrace the opportunity of
making my valedictory to you, the Representatives of the peo-
ple. How well or ill I have discharged that duty is not for me
to say—I leave that to others ; but I have the proud conscious-
ness of faithfully serving the State and her people, and the
satisfaction of knowing that my successor is every way worthy
of the trust committed to him.

In taking leave, I wish you a most harmonious Session, be-
lieving all you do will be for the honor and welfare of our
beloved Commonwealth.
