had to be returned to the parties for correction, often more than once. The Oyster and other laws of the same Session also imposed new and additional duties. By reason of this large increase of business, the regular clerical force is insufficient. I respectfully request, therefore, that express authority he granted for the temporary employ- ment of such additional assistance as may be found necessary. There is no provision in the Act of 1864, chapter 15, which requires the County Commissioners or City Register to account for the money placed In their hands for the payment of boun- ties, although they are expressly held responsible for any misapplication of the fund. Some legislation is necessary to secure a full report of their proceedings and a prompt return to the Treasury of the balance in their hands. The receipts into the ‘l’reasury during the year ending the 30th of September, 1866, as estimated in Statement ‘‘C,’’ will probably amcunt to $2,243,000. The probable disburse- ments are estimated in Statement " D" at $3,025,000, and, as it is supposed, will exceed the receipts by the sum of $782,000. The principal item in the estimate of disbursements, is the sum of $1,250,000 for bounties. This estimate is based on the certified rolls on file in this Office, and, assuming that nearly all the outstanding claims to bounty will be presented during the year, is not thought too high. rolls indicate that the total unliquidated liabilities of the State, on this ac- count, at the close of the fiscal year, were as follows.
