ing year. The receipts are given in Table No. 12 of the Ap-
pendix.

Table No. 12, also shows the receipts from the Hay Scales
in Baltimore city, during the year. They amounted to
$1,282.16. In the preceding year they amounted to $686.60.

The receipts from the State Wharves in Baltimore city,
which also appear in Table No. 12, amounted in the year to
$3,372.24; being $710.48 less than the receipts from this
source in the preceding year.

Statement H, of the Appendix, shows the total assessed
value of Real and Personal Property in the State, for the year
1860, to have been $282,680,498.

Suggestions, plans and recommendations to regulate and
increase the revenue and improve the financial condition of
the State, are reserved for the Comptroller's Biennial Report
to the General Assembly, to which Body they may more pro-
perly be made.

In conclusion, the Comptroller feels confident, notwith-
standing the Exhibit herein made is not so flattering as could
be desired, in comparison with that of several preceding
years, that no serious apprehensions need be entertained of
the ability of the State to meet her obligations ; and all the
powers conferred on this Department by the Constitution and
the Laws, will be exerted to maintain the admirable charac-
ter of the State's faith.
