the entire line of railway belonging to said Company from Baltimore to
Sunbury, with all the revenue and tolls thereof, to secure the payment to
the State of an annuity of $90,000, payable quarterly, subject to be
extinguished at any time in ten years on payment of $1,500,000, with all
interest the by the said Company, and granting to it the privilege of pay-
ing said sum in instalments not less in amount than $100,000 each,
obtaining, a ratable deduction of said annuity, computing the same at 60
percent.

Measures have been adopted, by the parties interested, to effect this
consolidation, and in all probability, it will be accomplished before this
Report reaches the Executive Department.

There'dan be no doubt, that one of the first acts of the new Company
will be to avail itself of the liberal offer of Sale of the State's interest, as
provided for in the Act of Assembly last referred to,

EMOLUMENTS OF CLERKS OF COURTS, &c.

In pursuance of the provisions of chapter 444 of 1853, the Comptroller
has fixed the number and compensation of the Assistants or Deputies
employed by the Clerks and Registers of the State, as far as it is practi-
cable for him to do Reports are received from them semi-anaually on
the first days of July and January, showing their emoluments and expenses
in detail. From the Imports heretofore received, there can be expected
but little, on account of excess of fees over the constitutional and legal
allowance from any of these Officers, except from the Clerks of the Superior
Court, Court of Common Pleas and Criminal Court of Baltimore city, and
the Clerk of the Circuit Courts for Dorchester and Frederick Counties,
aid from the Registers of Wills for Baltimore city and Frederick County.

TOBACCO INSPECTION

Statement No. 13, exhibits the gross receipts from the State Tobacco
Inspections in the City of Baltimore for the fiscal year to have been
$63,562.61, and the expenses, during the same period, amounted to
$51,915.95, leaving a nett balance 6f $11,646.66. Out of this sum are
to be paid ground rent, insurances and other charges upon the Warehouse
Ptosperity, and the balance then remaining is absorbed in paying, as far as
