Front the foregoing statements it will appear, that the aggre-
gate receipts into the Treasury, for the fiscal year ending Sep-
tember 30th, 1853, are less, by $279,900.09, than those of the
year which precede it.
This result was expected, and has been brought: about, not by
any. material diminution of the general revenue, but by the ope-
ration of the Act of 1853, Ch. 82, which, changing the termina-
tion of the fiscal year to the 30th of September, limited its receipts
to ten, instead of twelve months. It will therefore, be necessary,
in comparing the revenue of the present, with the past fiscal year,
to add to the former the receipts of October and November, which
will be found in the supplement to this report.
From the joint exhibit thus made, it will be seen that the de-
crease has been very slight, that it has occurred from perfectly
obvious causes, and affords no reason whatever for supposing, that
the general revenue of the State will be to any considerable ex-
tent lessened; but, on the contrary, presents the strongest ground
for anticipating, a gradual increase from nearly every source, the
Direct Tax alone excepted.
The entire revenue of the fiscal year ending September 30th,
is $1,000,053.19, that of the months of October and November
$217,466.72, making an aggregate of receipts for twelve months
of $1,217,519.91, being a decrease of but $62,433.36, when
compared with the revenue of the preceding year.
Reference to Statement No. 1 will show, that the receipts from
Direct Tax for the fiscal year are $380,993.73, of which $138,-
523.19, was paid on account of the Tax levied for 1853, and
$242,410.54, on account of former years. In the months -of Oc-
tober and November, there was received, on account of Direct
Tax, $80,349.59, making an aggregate for the twelve months,
corresponding to those of the preceding year, of $461,343.33,
and showing it deficiency, when compared with the receipts of
that year, of $10,792.33.
The balances in the hands of Collectors for 1863, as will be
seen by referring io Statement F, amount to $220,068.02, and
those of former years to $318,984.24, exclusive of interest, (see
Statement E.) Of these amounts there have been collected and
paid into the Treasury, since the close of the fiscal year, as stated
above, $80,349.59.
In Statement No. 2 will be found the sum received for Stamp
Duties during the fiscal year, amounting to $56,238.75, of which
$41,259.28 was paid by the Commissioner of Stamps, and $14,-
979.47 by Clerks of the various Courts. If to this sum be added
the receipts of the months of October and November, which
were $5,211.89, it will show an aggregate of $61,450.64, ex-
ceeding the revenue of the preceding year by $1,729.69, and the
largest sum ever paid into the Treasury from this source.
