The proceedings of yesterday were read and approved.

Mr. Lloyd, from the Committee on the Chesapeake Bay
and its Tributaries, reported favorably on

The House bill entitled an Act to authorize citizens of Tal-
bot and Dorchester counties to take or catch Oysters with
scoop or scrape, in the waters of the Choptank River,

Witli the following amendment :

AMENDMENT PROPOSED.

Section 1, at end of section, add: "Provided, that the
waters of Talbot, lying between Black Walnut Point and
AVade's Point, shall be opened to the citizens of Talbot coun-
ty, licensed under this Act."

Which was adopted.

Said bill was then read the second time.

Mr. Phelps, from a Select Committee, reported favorably

The House bill in relation to Justices of the Peace and
Constables, in Dorchester county.

Which was read the second time.
Also, reported

The House bill entitled au Act to prohibit trespassing with
dog or gun upon private lands, in Dorchester county.

Which was read the second time.

The President laid before the Senate the following commu-
nication from the Comptroller:

Comptroller's Office,

Annapolis, March 27th, 1874.
To the Honorable

The Senate of Maryland:

GENTLEMEN :—The Report of the Committee on Finance of
your Honorable Body, asking to be discharged from the con-
sideration of the Revenue Bill, passed by the House of Dele-
gates, and the action of the Senate in adopting that report,
Snake it necessary that I should communicate to you the exi-
gences of the Treasury, and what action will be necessary in
view of the failure of that measure. The object and scope of
the bill is to increase the assessable basis, by subjecting to
taxation a large portion of the capital and property of the
State which has heretofore escaped, and by this means to
equalize, as far as possible, the burdens of the people.
