766 JOURNAL OF PROCEEDINGS [Mar. 27,

Resolved by the General Assembly of Maryland, That the
Comptroller of the Treasury, be and he is hereby authorized
and empowered to call on the Attorney General to assist in
the prosecution of said suit, and if the said Comptroller
should deem it necessary to employ other additional counsel
to assist in the prosecution of said suit, then at the request of
the said Comptroller, the Governor may appoint such addi-
titional counsel, not exceeding two, to assist the State's At-
torney in the conduct and trial of said cause in the Superior
Court, and such other Courts as the right of appeal may
make necessary to a final decision of such question, the
amount of compensation to be paid to such additional counsel
to be determined by the next General Assembly.

Which were read the first time.

The Senate then proceeded to the consideration of the order
of the day, being

The Senate bill entitled an Act to repeal Article XCV. of
the Code of Public General Laws relating to Usury, and to
re-enact the same, with amendments.

Mr. Fields moved to indefinitely postpone the said bill.

Which was determined in the negative by yeas and nays
as follows:

AFFIRMATIVE.

Billingsley, Steiner,
Brattan, Spencer—8.

NEGATIVE.
Messrs. President, Lloyd,

Claggett, McCulloh,
Davis, Phelps,

The said bill then being on second reading,

The President announced the question to be upon the
amendment submitted by Mr, Phelps, on February 13th, viz :

Fill the blank with the word "ten."

Mr. Billingsley moved a call of the Senate, and the fol-
lowing Senators answered to their names:

Messrs. President, Brewer, Billingsley, Brattan, Claggett,
Earle, Fields, Knight, Longwell, Lloyd, McCulloh, Phelps,
Stevens, Steiner, Spencer, Suit, Williams, Walsh—18.
