The House bill entitled an Act to repeal chapter 69, of the
Acts of Assembly of 1864, and the section therein provided,
to be added to the Code of Public Local Laws, in relation to
the levying of direct tax by the Mayor and City Council of
Baltimore, and to re-enact the said sections with amendments.

The Honso bill entitled an Act to authorize the Mayor and
City Council of Baltimore to issue bonds to an amount not
exceeding the sum of four million dollars, to provide means
for introducing the waters of the Gunpowder River.

Which were severally read the second time.

Mr. Stevens moved to suspend the rules so us to give said
bills a third reading this day.

Mr. Brattan moved to recommit the bills to the Committee
on Judicial Proceedings,

Which was adopted by yeas and nays as follows :

Mr. Tuck, from the Committee on Judicial Proceedings,
reported

The Senate bill entitled an Act supplemental to an Act
passed March 2nd, 1874, entitled an Act to provide for the
defense of officers of Regestrations and Judges of Election,
who are or may be indicted in the United States Court, for
acts done in performance of duties imposed by the Constitu-
tion and laws of this State, which acts are alleged to be in
violation of the Act of Congress approved May 31st, 1870,
entitled an Act to enforce the rights of citizens of the United
States, to vote in the several States of this Union and for
other purposes.

Which was read the first time.

Mr. Spencer submitted the following message to the House
